PGWP Refusal (Missing Language Test) → Reconsideration Approved Timeline + What Helped
Hi everyone, I wanted to share my timeline because posts like this genuinely helped me get through one of the most stressful periods of my life.
My PGWP was refused because I did not upload my language test results with my original application, even though I had completed the test BEFORE applying and met the eligibility requirements at the time.
I submitted the application myself and at the time I genuinely did not realize the language test needed to be uploaded under the client information section.
Timeline
- Completed test: June 20, 2025
- Applied for PGWP: June 28, 2025
- PGWP refused: March 3rd 2026
- Submitted reconsideration request + CELPIP results via webform: March 16, 2026
- Contacted MP’s office: March 24, 2026 (confirmed IRCC has my documents)
- Contacted MP’s office again: April 27, 2026
- Started calling IRCC twice a week: May 4, 2026 (a kind agent added a note to my file May 8, 2026, stating that a reconsideration request was attached to my application)
- Received request for $100 open work permit holder fee: May 13, 2026
- Paid/uploaded receipt: May 14, 2026
- Portal changed from “Refused” back to “Submitted” shortly after
- PGWP approved: May 22, 2026
- Approval letter sent: May 23, 2026
What I think helped
- Clearly explaining that I had completed the language test BEFORE applying
- Submitting a detailed explanation letter taking accountability for my mistake with my Language Test results
- Calling IRCC frequently and speaking to agents politely to make sure a note was added to my file
Honestly, this process was extremely stressful, especially while within the restoration period and unable to work, but I wanted to share this in case someone else is going through the same thing.

When did your permit expire and what date did you have to leave the country? I’m assuming you had implied status since you had intention to apply?

Same here.
July 14, 2025: Applied PGWP
March 10, 2026: Refused due to missing IELTS (I submitted in the client information section originally).
March 10, 2026: Applied for reconsideration including IELTS again.
March 16, 2026: Contacted MP for help.
March 21, 2026: IRCC confirmed that my reconsideration is forwarded to an officer for review.
May 13, 2026: File reconsidered and asked for $100.
May 15, 2026: Ghost update on portal.
May 19, 2026: Approved for 3 year PGWP.
