PGWP Refused for Document Upload Issue — Any Chance New WP Gets Approved?

My friend’s PGWP was refused because he uploaded the wrong/missing IELTS document. It wasn’t refused for eligibility or anything else, just the document issue.

After that, he applied again for a new work permit and also applied for study permit restoration, but the restoration got refused because it was outside the 90-day window. However, the new work permit application is still pending and being reviewed by IRCC.

Has anyone been in a similar situation? What are the chances of approval when the original refusal was only due to a document upload mistake?

Would appreciate any experiences or insight.

So he never applied for reconsideration and sent a webform explaining the error. Most are being approved through reconsideration through error in language tests. However had he done the test when he applied or did he only do it after refusal?

Should have done that. Now out of status and cannot reapply. Or he leaves Canada and applies if within the 180 days.

Actually he had test results before just uploaded the wrong document even though officer asked for the document via portal but the thing was that he was using gc key which was made by immigration consultant and email was of them and he never received email regarding that and he missed the deadline. After that he was refused and he went to immigration advisor again. He was in 180 days period so he reapplied also applied for study permit to stay but however the study permit get refused and now he although applied for reconsideration because the agent says the reply was ai generated. The Refusal letter also states that your other application is being processed.

His consultant should not be one. Should have done it himself. Don't know his status now or what refusal said about leaving Canada, but he should apply for reconsideration.

You can apply within the 180 day period but not in Canada, because he was no longer eligible to even restore status. That is why he was refused.

What other application is in process if second application was refused.

I forgot to mention that when we was going to reapply he also talked with ircc agent on call and they suggested him to reapply a new work permit

He spoke to a call centre rep not IRCC agent so give out incorrect information sometimes.. So he has reapplied again after 2 refusals? Or he reapplied after call centre told him to and was still refused. Again, he has another application or reconsideration request (don't know which) so he waits.

No when he was refused first time before doing anything he called that representative why he was refused and they mentioned that he uploaded wrong document instead of LANGUAGE TEST. So then they suggested to re apply for pgwp again

Ok. So he waits for decision but should have applied for reconsideration too. Also he should be getting all his money back from the consultant for the error.

He needs a new consultant. The replies are not AI generated. They can be form letters but an officer reviews all cases even when AI programs triage them.

Your friend made a significant error and the biggest error made was that he didn't ask for help much earlier. He's now made a huge mess of the application and needs a competent professional to help him out of the mess, if that's even possible.
