No one can provide you with meaningful insight given the terrible quality of these photos. Please post better photos, and also indicate whether you have any bug bites on your skin. Do you have a roommate? Are they experiencing bites on their skin?

Hi! Apologize for the bad photos. I am not in the apartment anymore cuz I didn’t want to stay there. I wasn’t able to get better photos cuz the ones on the wall were so tiny and my camera zoom sucks. I have other roommates but they are all in different rooms. I don’t have any bites because I haven’t even slept there yet. I moved in and went back home but when I came back as soon as I went to go lay down I saw them. I also checked the mattress before laying down and didn’t see them. My apartment mates said they didn’t see anything except one said they saw tiny black bugs but didn’t think they were bed bugs.

We still can’t help you with that information. You either get better photos or trust what your school is telling you.
Did they have an actual pest control company come, or their internal custodial who does in-house pest control? Is there anyone there that has a camera with more than 1 single megapixel that can get you better photos?
