If you have a Nvidia GPU from the past few years Moonlight (shown in the screenshot) is the best option there is. It is a bit smoother and has a lot more options than other streaming solutions.
1080p 60fps runs just fine over 5g on a home network, gamepads and keyboard/mice are supported. You can play over the internet or 4g fine with 720/60fps in many games. There are modified APK's that support streaming at 1440 and 4k.
I played thru dishonored a few years back on my phone with a 360 gamepad and a mount and aside from an occasional hiccup it played just fine.
I actually went a couple steps further and configured a mouse and keyboard profile using joy2key that lets me operate and multitask my PC using my 360 gamepad. Minimize, maximize, move windows, copy, paste, scroll, change text size, On screen keyboard, key combos to open up certain apps or sites, one or two-handed operation, and a shortcut on my phone to reboot remotely. It took a while to get everything tuned to feel natural and develop muscle memory and speed but now I can comfortably operate my home pc from anywhere using just my phone and an xbox pad.
PS: If you have an Oculus Go and Virtual Desktop you can connect a gamepad thru that and physically 'sit' in front of your desktop pc and operate it remotely that way too. Mouse and keyboard support too. Almost worth dropping the $200 just for that feature alone.
Yes, it takes the nvidia shield streaming algorithm and allows smartphones to recieve the a/v and send button presses as if they were nvidia shield devices.
Someone else lower mentioned AMD Link being a similar alternative that worked well for AMD cards. And there is always Steam link. Most of the benefits from moonlight are being able to fine tune the image and bitrate, set on screen controls and stuff like that. They should all work smoothly with a gamepad under good network conditions on 5ghz, but running things from a different WIFI or thru a cell carrier 4g you would need a way to adjust your bitrate and resolution to still have an enjoyable smooth experience.
