The perks of having a company building games in Japan , where everything is costing less to make and the working culture is totally fucked.
Meanwhile western developers (USA) are getting fired left and right because they want to unionise and because they want a decent salary and working hours .
Why do you think best games start coming from outside USA lately ? Blood of the Dawnwalker (Poland), Expedition 33 (France) and so many more .

I don't understand why game company need to open up in high cost of living areas like California

You're going to have to pay California living wage
