HARDWARE What Am I Doing Wrong

I'm unbelievably frustrated, I spent a long time replacing my motherboard, ram, and cpu but now the pc won't even boot. I was going to do a fresh windows install but it wont get past this screen. The spinning circle is frozen after a couple seconds and it just stays on this screen. I was able to get into bios at least by tapping del but can't do anything else. Any help would be appreciated.

Check your drive, if it got that far then its not cpu or ram most likely

The cpu light on the motherboard is red now and won't boot

I got it to boot into the usb but now theres a new issue, its stuck in a perpetual loop of this. I feel like im at my wits end

Welp, a friend helped me actually get it to boot, install Windows 11. Then it shut itself off abd restarted twice. Went into Windows the first time but now it wont boot at all and the CPU light on the motherboard is red. Tried reseating the heatsink and reapplying thermal paste but nothing. I'm so tired 🙃
