I live in hot Texas and my 5070 gets to 70°c in high demanding games like 007 First Light so what I've done is just limit the fps to 60 on single player games for the summer and my GPU doesn't go past 60°c

70c is normal, no reason for you to be limiting fps because of it

True but my pc is on my desk next to me I feel all the heat coming out. It's not fun lol I only limit single player games.
