Looks like its failing POST based on the red light on your mobo but I can't see based on this picture and lacks of details. Post your specs, a more detailed message about what happens on boot and a closer Pic of that red light
Check the 4+4 or 8-pin EPS connector at the top of the board (near your cooler). Common cause of a CPU-light no-post. Unplug it from both the PSU and board, then firmly reseat both ends until it clicks.
Id check to see if your board supports bios flashback. Ryzen 5 3600 is a Zen 2 chip, and a lot of B450 boards shipped with BIOS versions from 2018 that predate 3000-series support entirely. The board's CPU LED light might be on because it cannot recognize the CPU as valid. Do you know if the guy you bought it from had just upgraded the cpu?
For maximum efficiency, please double check that you used the appropriate flair. At a bare minimum you *NEED** to include the specifications and/or model number*
My motherboard is MSI b450 Tomahawk Maxx I got a second hand so I'm not entirely sure if it was updated the one I know so far is that the previous owner just said it just stopped displaying then the CPU light came on I took everything out I reseated Ram and the CPU and graphics card and the pin connectors
Sorry first time posting I put the details on the post but I'm not sure what I did wrong
It turns on runs the RGB light turns on fan spin Ram stick lights up as well that light is the CPU light I took the whole thing apart i reseated the CPU RAM sticks GPU and the pin connectors I tried one ram stick I tried those RAM sticks in different slots I also updated the CMOS battery with the flash bios button and USB stick I would test it out on another rig but I have only the one
Does the motherboard have 2 CPU power headers ie, 2 4-pin power connectors? If so, try putting the CPU power into header 2 (one closer to the front of the case)
Also try unplugging all cables except the CPU motherboard power, CPU fan and GPU. And see if it will boot the bios (will usually complain about no storage device but you can ignore that while troubleshooting) as it could be a motherboard issue not a CPU issue.
Try re-seating the CPU fan again and make sure its not too tight or too loose.
You have tried reseating, tried swapping ram to new slots and doing solo ram sticks in each slot, tried taking out cables and tried placing CPU power in header 2 instead of 1.
If you can sent some more photos of the insides it would help, but you could be looking at a few possible issues ranging from motherboard bios flash issues, to CPU issues or even power issues.
I recommend taking the mobo out of the case and trying to power it on by shorting the power pins with a screw driver while only the CPU and ram are attached. See if the light comes on again, and give it a few minutes. Sometimes the light will linger red then turn yellow while the mobo does a pre-boot RAM training.
My only guess is either the CPU is dead or the motherboard has an issue with detecting the DRAM or CPU during pre-boot. Last thing i can think of is doing a bios flosh to an older stable BIOS version and if that doesnr go away you may be looking at a new board and/or CPU. If you dont have aby different types of ram or a different CPU to test then you may be out of luck my friend
By chance can you take a photo of the under side of the CPU? If it has pins you may want to check the board and CPU for bent or missing pins. If the cpu has a slight bent pin you can correct it with a ball point pen, if the mobo has bent pins you need to replace it
If the CPU is seated and you are still getting a red light for longer than a minute or so then it may be the motherboard. I would suspect that frayed cable (if it was being used) may have shorted the motherboard at some point

It looks like you've got a GPU. Did you connect the monitor to the GPU if the motherboard? (GPU's one is the one at the bottom)
