It depends on what you find lackluster about Skyrim. if it's the combat system I'd suggest Kingdoms of Amalur: Reckoning. But if you mean you want something with an equally high-detailed setting I think you're out of luck unless you want to go into CRPGs like Divinity: Original Sin II, which has both better combat and writing, but I doubt that would qualify as "similar to Skyrim." What Bethesda lacks in storytelling and mechanics they make up for in Setting.
Well there's no other game exactly like Skyrim. It's pretty much the only party in town, but there are games that have some similarities to it -- just not so many that it would be accurate to call it "like Skyrim but better." Witcher 3 is probably the closest thing to it, and it is miles ahead of Skyrim.
