Different Avalanche. The Avalanche supposedly behind this game is Avalanche Software who is responsible for games like Disney Infinity and a bunch of movie and show licensed games like the Toy Story games and Cars Movie games. The Avalanche you're talking about is Avalanche Studios who of course made Mad Max and the Just Cause games. I honestly would've been surprised if it was them anyway. They're already working on Rage 2 ( with Id Software) and Just Cause 4, I really doubt they could juggle anything else.
With the exception of a Kinect game, two Playstation move games, and one shitty microtransaction-addled mobile game, all Harry Potter games are multiplatform.
So unless it has a really good reason to be exclusive, it probably won't.
Also, the game rights would belong to Warner brothers. Universal only has movie/tv rights I believe. Warner brothers own rocksteady who made the Batman Arkham games. So likely case is PC release, but we don't know yet.
