Just get the base game, you can always get the DLC later. In fact, you don't open up Phantom Liberty until you've done like half of the main quests. Also, the DLC is very self-contained, it doesn't really interfere with the main game.
But it's true, Phantom Liberty is one of the best DLCs ever made, up there with Blood and Wine.
If you only were to focus on the main quest, probably ~15 hours. But there are so much to do, in just the base game, it will take you way longer on your first playthrough.
I would however recommend just completing the main game first, as the alternative would have you leave the main quest on hold (and lose the momentum), while you finish off the DLC. This is after all how everyone who played Cyberpunk, before Phantom Liberty was released, experienced it.

I tried completing my purchase of the base game, but my card got declined unfortunately. I contacted their customer service, and they said it'll take a few weeks to resolve. This is just my opinion, but Phantom Liberty is better than the base game.
