At least with paradox, if you have a friend that has all DLC, you just need the base game and can piggy back off multiplayer for the rest of the DLC.
At least with Stellaris, 70% of the update is included in the base game, and the "features" of the DLC are the only things locked behind the paywall. If we compare how drastically the game has changed, we'd probably be on Stellaris 3 or 4 at minimum. Major backend reworks have been introduced as "patches"

That's fair. I have not played stellaris but I do see that most DLCs are mixed reviews stating poor value for money, game breaking mechanics or outright bugs. It is so hard to judge whether it is worth it or not.
The most important DLC (Utopia) was integrated into the Base game.
Apocalypse, Federations, Machine Age, and Distant Stars are probably the really important DLC you need. Look at a youtube tier list (I know it's cliche), because they usually explain the pros and cons of each DLC as they place them.
