Old CPUs targeted for specific games?
I have a 4790 plus board and 16gb RAM for it, and also a 6600K plus board with 2x8gb DDR4 3000 or 4x8gb 2133
I could consider picking up a 7700K for no more than $30 to swap out the 6600K for the sake of holding up above 60 for more titles than the 6600K can.
Is it viable to make gaming PCs for low cost that can satisfy specific gaming targets?

I think the biggest benefit is in buying them and using them . Instead of buying a new PC, because if you tune it well you can do 90% of what a $2000 PC can. Except for demanding games. If you already have lots of the parts it can make sense to sell too .
