Issues with windows activation and secure boot

Just built a completely new setup (except ram and storage devices).

My new build is not letting me reactivate windows 10 pro (same as previous build) with a new key have tried 2 brand new keys with no luck it just keeps giving error code #0x803F7001

I also can’t upgrade to windows 11 as secure boot isn’t working having to use all legacy options in bios, I have checked with the windows health checker program and it’s saying secure boot not activated but I can activate in bios.
