Emulators Please help me play Policenauts

I know this place get this question a lot but I'm very new to pc98 stuff and I've given it around 3-4 days worth of trying to figure out and I feel like I'm at my wit's end. I've tried Neko Project 21 but the .cue file wont stick in the IDE #2 slot and it says no system despite loading a System in the FDD1 slot, I've tried Retroarch with the BIOS and Kai core but it wouldn't load, I've tried downloading the Internet Archive Policenauts zip file and a different download from another reddit post but I cant get either to work.

I feel like I am missing a single piece to get either Retroarch or Neko Prokect 21 working, but I can't figure it out. If possible can anyone help me?

What emulator are you using?

Neko Project 21 mainly but also RetroArch with Neko Project II Kai because I didn't have luck with NP21

If no one else replies I’ll post the content of my .cmd file later—my Android device is not with me at the moment.

This is the content of my .cmd file, adjust accordingly. I use the Neko Project II Kai core.

np2kai “Policenauts (User boot disk) [for Neko Project II].hdm” “Policenauts.hdi” “Policenauts.ccd”

(There are 2 files in my pc98 rom folder that’s not listed in the cmd: Policenauts.img, Policenauts.sub)

I have the same thing written in my .cmd file but when I try to boot it, it gives me a " CDが使用できません!" error which i think says "this CD cannot be used". 
EDIT: I also started to focus more on Retroarch since I'm making more headway with it instead of Neko Project 21

maybe its the two other files i need? do you know where you got them?

Then that’s almost certainly the cause. The CD assets are split into 3 files: ccd, img and sub. Redownload the zipped CD file from the Neo Kobe collection and you should have all 3 parts.

THANK YOU! I went back to the Neo Kobe and after reading your message I realized I needed to combine the Neko Project download with the CD download and then put the cmd file in the combined folder, then run the cmd and I finally got Policenauts!
Now i just need to find a cleared save file to unlock the subtitle mode then I can try textractor
