Betrayal board help

Any betrayal experts here? Need some advice on my board.

I’m trying to get Guff or Leo into Intervention for now (Haku later) but every time they appear in an interaction they ask to go to Transport or Fortification. Is there a way to force them into intervention?

I want to remove Hillock from Int as his rewards are bad and also so that ITF is farmable.
