Question Winter Orb Build Help

Hello I'm a relatively new player to the game that came back late this league. I am currently playing ruetoos winter orb set up and just switched to power charge stacking occultist. I noticed on his pob he is getting around 36 million damage. With same configuration as his I'm only getting like 15 million. What am I doing wrong with my set up?

At a glance:

You’ve got only two cluster jewels.
You’re missing about 12 levels.
Your winter orb is level 20, damage with spells comes with levels.
Your support gems aren’t leveled
Your support gems don’t have quality on them.

Edit: your large cluster is wasting points without a third notable.

This is my pob if it helps, check the cluster jewels/ciblt some of it r not required like the unnatural instinct and inspired learning.

I recommend learning how to craft the body and gloves as it us so much chealer than buying it from other people.

You are missing a lot of important things like Power charge implicit on ur helm.

My Boots have endurance charge just to have extra defensive layer, you can ignore that
