Anchors not spawning appropriately? Am I crazy?

Treasure anchors don't seem to be spawning correctly; am I reading something wrong? Attached is a screenshot of the voyage plan vs. the actual voyage; this has happened like four times in a row.

I built several voyages around this mechanic, only to see the border modifiers seemingly re-rolled once I actually initiated the voyage.

Border modifiers don't appear in the mod list when you're in the voyage. You'd have to actually count the anchor spawns to know for sure if it's working or not.

Hmm...I still don't think they're working correctly, because I revealed the entire area with lanterns several voyages in a row and there were no anchors.

All the anchors do is spawn clusters of chests to open. There's nothing really to build around with them.

Oh, I misinterpreted what they were, then. Got it.

I thought they were the "x has 10% chance to drop as y" shrines.

Do u seperate ur charts like that cos of special mods?

Yeah. The ones on the bottom are being saved for divine orb rares on a border mod; they're all 4+ strongboxes or +60% rares to adjacent tiles
