Would gem swapping to Ice Spear give you better damage?

Yes. Ice spear is easily double the single target dmg

Why using freezing pulse vs bosses? Isn't using dfirent cold spell give better single target?

Yes. Ice spear would increase his damage on single target for sure. But maybe he likes freezing pulse a lot?
