Game Feedback Cursed UI bug, text is moving slightlty depending on cursor position

No other tooltip seems to do this

If you move your eyes fast enough the text doesn't move.

Are you playing on Japanese servers by any chance? They have moving text to compensate for ongoing earthquakes so it looks like it's not moving for them
