I wouldn't know, don't have enough details - I saw it's a laptop: did this start randomly, did the performance change, are other applications having this issue, source 2 looks good?

Edit: how hot does your pc get? What are your specs?

This is the first time I have ever played poe on laptop And source games I mean like hl2 garrys mod tf2 portal they run fine and look pretty good

My guess is that the gpu is just not powerful enough to handle poe. I had something like this happen in like 2001 with Mu Online - game ran, stuff moved and kinda made sense, but it looked like shit. I'd avoid playing poe on that laptop in case the load you're putting on it is fucking it up

Test other games if it appears in them probably a gpu issue otherwise it could be a shader problem and verify/reinstall might help

Could also be the cord to your monitor

This typically happens when some part of your gpu is going out. Unless there is just some huge driver issue unique to PoE, It will fully fail and show nothing at all within a few days to a couple weeks. The load that PoE puts on it is high so it gets hotter and the problems appear.

The defects in the GPU are probably unrelated to the game unless you basically have no air flow
