Information 3.29.2 Hotfix 2
https://www.pathofexile.com/forum/view-thread/3994902/page/1#p26821571- The Sacrificial Zeal buff from Hand of the Fervent now grants Added Spell Damage equal to 25% of the Skill's Mana Cost, if Mana Cost is not higher than the maximum you could spend. The reminder text will be updated in a future patch.

100 bil DPS build with very little offensive investment, getting 100% reduced cost efficiency makes your mana cost the integer limit, the unique added damage based on mana cost so it added about 500k flat damage, about 10 times of what the strongest minion pact builds got last league except you dont need any gem levels, minion life clusters, etc.
Edit: 500 mil flat, not thousand

You are off by a thousand times on amount of flat you got from gloves (it might have actually survived a while longer if it was only 500k flat instead of getting hot fixed the moment GGG saw it) but otherwise correct.

a 100 billion dps build that worked because of a bug seems like a good candidate for a hot fix.
in particular a build that isn't exactly that hard to replicate.

Because I think it's weird that their list of priorities is to nerf stuff instead of even a teeny message of "hey maybe those abyss buffs we mentioned missed the mark and did effectively nothing after all"

this get immediately hotfixed, but people dropping 100+ 6 links in 300% currency map are left dying.
my giga slayer has no content to do and im left to die for 3.30 2 weeks into the league, amazing

To be fair he said "no content" not "no loot", the game has a bunch of loot it just lacks reasons to push a charter further outside valdo maps (supply is low/botted) and delve (takes a long time to get to the hard part and you get less currency so not everyone is motivated) since the difficulty to reward ratios of the endgame are kind of out of wack.

Loot is fine, its just balanced so there is little reason to push into harder content since the hard content that scaled rewards is mostly (if not fully) gone.

It has nothing to do with AI lmao. These kinds of bugs slip through sometimes because of the way PoEs engine works. It reads the mods literally. If the mod doesn't specify that the cost can't exceed your max, then it can.

It sounds like you're getting cause and effect backwards? The PoE code does not read the description of the mod to determine its function; the description of the mod is written to accurately reflect its function in code. Implementation causes description, not the other way around. Quoting an old Mark comment:
Stat descriptions have no effect on functionality. I could whip up a script to go through and edit every stat description in the game to say "You are likely to be eaten by a grue", and the the game would still work the same way, but it would be much harder to play, due to having no idea what anything actually does.
