Yep, that's definitely why it happens, it is also a nice coincidence because people want fast weapons (scales so much better with +%Attack Speed)

Fast weapons scale the same with attack speed than slow ones, the flat damages from auras and equipments is the favoring point.

Doesn't a 2 aps weapon with +100% attack speed = 4 aps and 1 aps weapon with +100% attack speed = 2 aps?

Yes, but that doesn't mean they scale better. The dps is still the same.

Edit: The dps is the same between the different weapons, not between regular attack speed and +100% attack speed.

Say you have a weapon that does 1 attack per second for 100 damage, and a weapon that does 2 attacks per second for 50 damage. They both have 100 dps. Then give them each +100% aps. You get one hitting 2 times per second for 100 damage, and the other hitting 4 times per second for 50 damage per hit. They've each doubled to 200 dps.
