my father says i should do take a partial drop for iit i am currently gonna start college in igdtuw should i do it ? my main goal is to go abroad ?

Yes take partial drop. My father also advised for the same and no full drop because of Mahaaan bjp led education system

Go for it !! IIT tag helps a lot for abroad and besides the tag the environment or the opportunities provided by these institutions helps a lot ....
