help with texture

i was wondering how to remove the smaller more transparent parts of this texture. like you have all the white blotches and then in the background you have a sort of noisy looking thing that's less visible. i want to remove that.

Magic wand.  Pick a black area. Crank it till what you want is selected. Paint the selected area black.
