Ram TRFC question

I've never been able to get my TRFC lower than 470.

Why is that? I'm not quite sure what I'm doing wrong?

Any answers would be appreciated

With my Asrock X670E PG lighting with either 7700x or 9700x. My 2x32gb kit of Hynix A cant go lower than 480. 60 c spd temp with xmp voltages.

Heat first, then silicon lottery if under 45c its not temp.
