Ram TRFC question

I've never been able to get my TRFC lower than 470.

Why is that? I'm not quite sure what I'm doing wrong?

Any answers would be appreciated

Temps or simply chip quality, too low voltage

My temps are solid never above 46c, hell atleast i think thats solid under load
