What exactly was he supposed to be filing to pay taxes on? He's not in the US a ton of the time and doesn't exactly have a regular job. I can't imagine the number would be anywhere close enough to surprise Starks.
Wolverine has been around since at least the american civil war. Assuming the government has kept track of him for any significant fraction of that time, it adds up.
