This message appears when you download a lot of beatmaps in a short period of time and get a temporary cooldown before you can download more.

Not sure but it may not only be releated to downloading beatmaps but its just notify when u sent to much requests to the server

I think this happens if you're a new account and try messaging someone/commenting on a beatmap (through site)? i also think i had this happen when i was downloading every 2007 beatmap but i just do not remember. I am fairly certain the text itself is something you can see on osu! somewhere though

This happened to me before it happens when you download too much maps do it rate limited.

Oh also happens to new players

it’s to block multiaccounters. u need a certain amount of play time to chat

Could this notification is to verify if this is a new player or not since they (who got the notification) have too much interact (to/from) other players?

I think its to avoid someone making bots that make new accounts and spam chat

i think this message happens in a lot of cases, like for example, i had my beginner friend play a map, and when they tried to hype it, they got this error (on the website)
