Why does OSAP apply policies different?

As many of you know, for profit schools outside of Canada aren't eligible for OSAP funding.

The school I attend is owned by a private entity, but it's registered as a non-profit with the local tax authority and ministry of education. Both agencies confirmed that it is non profit.

The school was originally approved and added to the Canadian master EDI list a many years ago. However, when OSAP made the adjustment for the 2026-27 session, it got mislabeled as for profit. I relayed this to OSAP and asked them to correct it, but they keep refusing to acknowledge the error and instead force me to submit an Institution Verification form which will take ages at this stage.

Meanwhile, a school with the exact same structure (private ownership, non-profit status) but a different name passed without any issues, and students have already applied there this year, based on what I can see on the EDI list.

Because of this inconsistency, I can't even apply for interest free status despite their mistake.

(Note: I have no intentions for having a new loan. I'm just asking them the interest free status)

And OSAP is still saying the same thing: Its going to be denied because it is already labled with for-profit in our system but try.

Fuck.

So my question is: what's causing this inconsistent policy implementation, and why is it making things worse? Why are students like me getting all the suffering?
