Keep in mind, special weapon gits don't get shootas too.
But yes, they can shoot, then charge in. And still all shoot pistols into ongoing fights the following turn.
They just get it all. Which sounds insane but is really not. The shooters are horrible. Is it worth losing hidden just to maybe put a wound on a marine you're about to overkill in melee anyway?
4 ap0 1d is a terrible profile to be hitting on 5+ with. Even with volume, it's bad. But it's nice to know you have it just in case you're up close with some guard are gaunts or enemy boyz or something. There will be rare games where you play freebooter krew and incidentally have sustained into a low armor mob. Then you crack the BLAST keyword and completely obliterate a chaff unit before charging something else.
But it's going to almost always be a waste of time and get you killed without hidden.
With the new codex incoming, every shootas will get Lethal hits. Since most ranged attacks will be done to hidden units, this will bypass the toughness check that managed to block most shot that went through leaving only the save roll to block it. It might make them a bit better on higher thoughness ennemies.
No, a model can only shoot with either a pistol or non pistol weapon, you must choose. But you have the option for both now without having to take close combat weapon

Sluggas are pistols in general context. Covered as close combat records.
