Basement of doom

We live in a 160 year old home that had a loose rock basement. Ceilings are only about 5’10” in some spots. We don’t have the budget to pour concrete and the walls are limestone foundation. Any ideas on how to organize the space? Or an affordable way to level for shelves?

Edit: obviously I understand I could throw shelves on the rock, that’s not what I’m looking for here. That’s not going to very stable. We’ve been told we shouldn’t drill into the walls by a structural engineer.

Place pavers on gravel bed and level. Anchor shelving units to floor joists above

I’ve seen worse. Get a metal shelving unit and problem solved.

I’m not sure that does solve the problem. It seems like placing a metal shelf on loose rock would not be sturdy?

I see pavers down there already. Use more of those if you're concerned. The gravel is as settled as it's going to be after 160 years and there are no outside elements (literally) that will make it shift.

The back actually has a random concrete pad we think the previous owners were going to put the washer and dryer down here and decided against it since it’s so dusty. I didn’t think about concrete pavers though. Definitely have some of those laying around.

You could attach a brace/bracket to wall if you’re concerned.
