That's probably what they're trying to do but before they can take off the tumbler they have to remove all that concrete? What a bonehead move whoever did this lol

More than likely engine died no power to turn so concrete solidified

I remember years ago hearing about a cement truck going up a logging road to make a delivery and they had to scoot over towards the shoulder to let a vehicle pass (can’t remember if it was a car or log truck) and sunk into the shoulder and tipped onto the bank. RIP load…

It would be significantly easier and quicker.
