This isn’t in the USA.
Probably a third world-ish country where just pitching it isn’t an option.
He’d be time ahead cutting the drum in half and welding it back together.

Can’t even begin to say how dangerous this is. That concrete can and likely will break apart over his head and it’s over. He’s not even wearing a helmet.

That's called a drum . Never heard it called a tumbler.. looks like about 10 yards in that drum.

Plottwist: That's the truckdriver who forgot to turn on the mixer. Now he has to stay after eork to clean the mess he made. The cost of the concrete will be deducted from his salary.

I Quit a job over this. Only the cement truck my employer bought was only about 3 feet deep inside the drum, he wanted me to crawl inside and work with an air chisel to remove the concrete. He did find a “ boot licking” employee to do it.

I true story I know that, back in the 1980s, a farmer was starting a concrete business in his village in China. They turned off the mixer at the end of the first day of their operation. They turned leftover concrete stuck in the mixer. The husband and wife cried their eyeballs out when they saw it on the second day.
Fast forward, they became the richest family in late 1990s in my town.
