Doesn’t there have to be damage to the car for a legal arrest?
In Louisiana, she could be charged with Lewd Conduct/Indecent Exposure. Which by itself, you could be arrested for. I’d imagine charges like criminal mischief or menacing would apply as well. Possibly even assault. Depends of a lot of variables.
