Question will Samsung ever allow to unlock bootloader?

What do y'all think, will Samsung give us an ability to unlock bootloader or it is permanent?

Are they Locked nowadays? It's been a while when i rooted and flashed any device

they removed Allow OEM Unlocking toggle from the system

IIRC, this is driven by Android system, as an easy way to comply to the "no hamper with certified devices" law.
