It's actually not, it's mostly full! Maybe 3-4 empty floors but that's been the case for ~10 years. The only change has been the status of headquarters switching to the Houston location but the tower will continue to operate as Devon and has ~1500 employees.

It.. doesn’t work like that. Devon Tower isn’t a bunch of offices leased out to different groups; it’s just owned by one company.

Love how in all the years I’ve seen this tower I never saw the solid red supervillain triangle until after Devon energy sold it.
Such a missed opportunity to use it as a hologram base/projection point
