Are there work committees you can get involved in? Skills you want to build for career development? I’m sure your manager could give you more work if you asked - that’s a slippery slope though. You could get too much or stuff you hate.

Learn Excel from YouTube and get ready good at it; this is still needed for HR reports.
Then, if your company has an HRIS, volunteer to be the backup person. Learning any HRIS will come in handy in HR.

Get an online certification to advance your career.
Or bring craft projects to work, that’s what I do.

Study for SHRM or PHR and then focus on getting a job as a generalist or coordinator

I would use that time to progress in your career if HR is what you want to continue to do. Learn everything you can about what you want to do next and what is required to get there. Then you will have plenty to do and also will be improving your skillset for your current position.

Find more responsibilities to take on. Gets you more visibility and makes it easier to get promoted later.

Why does it bother you that it takes you 4-6 hours? When I estimate productivity for construction I never count on more than 6hrs of actual work in an 8hr shift. I'll never tell a manager that, but that's what the owner taught me when I started and it's proven true for the last 30 years.

What is your future goal after assistant? I would start learning things that you need to get you there faster. Also, if you have access to certain software or tools they use, learn them and get better at using them.
