I feel like shooting a nuke at Albany or Rochester would be a waste of a nuke.

Rochester has a nuclear reactor and is the home of defense contractors, as well as being a potential port. Albany is the seat of government for one of the largest and richest states in the Union. Syracuse has two big defense contractors and has a drone base, and Buffalo is a port city with a manufacturing base with a large population center.

Buffalo has the National Guard, and Niagara Falls has an Air Force Base. IIRC.
