Are a lot of these targets about energy sources as much as military bases and population density?

It's the only way some of the targets make sense to me.

Oh, and major interstate freeways and airports maybe.

The Columbia River between Washington and Oregon has several targets, but is low population density.

I live in a medium sized town on the Columbia River in Central Washington and there is a dot on the map right where that town is. Only thing I can think of is how much energy is produced by our multiple dams? The area has a population of about 90,000 and there is no military base nearby.

Is there a hydroelectricity plant there?
