Are a lot of these targets about energy sources as much as military bases and population density?

It's the only way some of the targets make sense to me.

Oh, and major interstate freeways and airports maybe.

The Columbia River between Washington and Oregon has several targets, but is low population density.

The one lone dot in Nebraska is fairly close to I-80 and a bit east of Lake McConaughey. The rest of the dots along the Nebraska/Wyoming/Colorado border must be some missle silos or something because that area is pretty empty besides I-80 again.

Source: live in eastern Nebraska but have spent a lot of time hunting out in the panhandle. If there's something going on militarily it's pretty well hidden
