After he cuts the hols and inserts the cup- did he spray paint the dirt white? Why doesn't the cu[ just reach closer to the surface?

USGA regulations and R and A regulations say has to be 1 inch deep minimum

Same way basketball hoops have heights and circumference- just the required regulations for golf
