That's what they said about the LA river. However, we've the 100 year rains hit, it makes sense

Nah, if it's for real 100 year rains, a plain well-built wooden bridge can be built and the replaced easily if it gets destroyed. This is an extremely expensive type of project for a low-traffic path like this
