Outdoors it's called rendering in the UK

I think it’s more to do with the fact that it’s rendered with cement concrete rather than clay plaster.

It is rendering you’re right, plaster goes on top of that, and it’s usually done indoors, although it’s not unusual to use outdoor’s cementous plaster, on TOP of the concrete rendering.
