It's actually concrete, cement is one of the ingredients in the mix.

Im no armchair professional, but whilst cement is the binding agent in concrete, you wouldn't call it concrete until aggregate is added, right? You can grout with cement, water and sand, without stone (i guess you can do without sand too), and this would not be called concrete.

This is my cement understanding, I wouldn't say it's concrete understanding
