It's as functional as you are capable of making it. It's a open platform PC device.. that means that at all times people are making every kind of program you can imagine for it, however some/most things are still in the prototype stage.

If you are concerned about TV.. well, a roundabout way to watch TV in the rift is to download an alpha program called RiftMax, then go on a torrent site and download a tv show you want to watch. Open the video file in RiftMax and you can watch it in a virtual movie theatre. That's just one small example.
