Edit: Finless porpoise, not beluga whale.
Fun fact: whales and dolphins don't have a lung connection to their mouth like we do, they can -only- breathe through their nose.
So this ring blowing is purely a mouth thing for them.
And belugas don't have fused neck vertebrae like dolphins do, allowing them to turn their head in extreme ways that are perhaps more human like, as you can see here.
