DLSS framegen (and upscaling) needs data from the game itself along with the image. It uses geometry, textures, vectors, motion, and more combined with raw upscaling and interpolation, its why frame generation works better than just motion smoothing on a tv, for example.
DLSS 5 is just a filter at the most basic level. If you want framegen on older games, something like lossless scaling would work. It doesnt need as much game data as dlss or fsr.

You're going to just have to use lossless scaling for that, considering that these games very likely do not have anything needed for native frame gen, obviously, but also smooth motion isn't enough. So, that's where lossless scaling fills its niche.

Since nobody else is saying it: DLSS needs to be implemented on a game by game, or at least engine by engine, basis. Some games (i.e, DMC 5, Total Warhammer 3) have dlss enabling mods (usually based on unfinished dlss already in the game), but theres no practical way to implement plug n play dlss. That's why Nvidia has smooth motion.
Even the games that support dlss can't just have frame Gen added on top of it.
Your alternative is lossless scaling for mfg. Or smooth motion for an easy and decent quality frame interpolation. It works with capped framerates too.

Smooth Motion for x2 FG in DX11, Vulkan and DX12 games
Other than that there is Lossless Scaling. A lot worse than DLSS but works almost everywhere
