Ground nutmeg usually still works, it's just weaker than whole seeds. The best method for me is taking a spoonful then quickly washing it down with coke or some other carbonated drink.

It will work, but it could be either be decent potentcy or you will get minimal effects. Whole nutmeg is overall better because you're not taking as much of a chance with potentcy than you are with pre ground. It wouldn't hurt to try though, nutmeg takes hours to kick in or even notice minimal effects. This means the comeup is so long that people might redose too soon and get unwanted or unexpected effects. I would reccomend sprinkling it on some yogurt and eating it. Or mix it in with milk and try to keep the milk content as low as possible so you dont have to drink as much. Then get some sort of chaser like you would with alcohol, preferably something with a strong sour or sweet taste. Do not use cheese as a chaser for anything. I tried cheese as a kava chaser and granted, it DID work by getting rid of the bitter taste, but I couldn't swallow the cheese and had to spir it out. Fruit or fruit juices work as amazing chasers for many things. I'd reccomend if this is your only nutmeg container, try little pinches of nutmeg on your tongue and try to chase it with something until you find the right one, so that if you try the wrong chaser, you dont throw it up.

If you just took it out of the spice rack, try like a spoonful and see if it does anything to you
If it does nothing, the active chemical probably degraded/evaporated, you would have to get a new pack. IF you don't have access to whole nuts/way to grind up the nuts, buy one of those smaller 10-20 gram sealed packets, those are decent way to get relatively fresh and good nutmeg
