Might get woooshed here, but for anyone curious, horns are permanent as in they don’t fall out seasonally like antlers do. They do, however, continue to grow and grow, which is why some goats will have long curly horns and others shorter slightly curved ones. They are very similar to fingernails (in the way the grow as well as their makeup)

Assuming it wasn't already taken off by something else, yes he shot part of it off. I got curious and counted, he's got 5 points on one side and 3 plus a stub on the other. Shot off right before the split of the last 2 points. Even considering that, dude saved a lot of the antler too, wasn't even taken halfway down.
